How a Long-Term Partnership with Cloudpoint Led to Lasting Success for Tippecanoe County
Beginning in 2022, Tippecanoe County, Indiana, partnered with Cloudpoint Geospatial to modernize its enterprise Geographic Information System (GIS) infrastructure, improve system performance, address Esri licensing compliance, and strengthen parcel data management. Since initiating the partnership, Cloudpoint has completed 13 projects for the County, establishing a scalable platform and improving data accuracy across county operations.
The Challenge and Initial Modernization
In 2022, Tippecanoe County was operating ArcGIS Enterprise 10.7.1 on a largely consolidated infrastructure and was preparing to expand its use of Esri technology under a new Enterprise Agreement. The County contracted Cloudpoint to modernize its ArcGIS Enterprise architecture, migrate its deployment to a new virtual infrastructure, upgrade the environment to ArcGIS Enterprise 10.9.1, and establish a more scalable foundation for imagery, hosted content, and future GIS initiatives.
Cloudpoint began the project by migrating the County’s existing 10.7.1 environment to a distributed, multi-machine architecture, separating key ArcGIS Enterprise roles across dedicated servers for Portal for ArcGIS, the hosting ArcGIS Server site, ArcGIS Data Store, Web Adaptors, and ArcGIS Image Server. Cloudpoint migrated the existing deployment and content to the new infrastructure while maintaining the County’s established GIS workflows. Cloudpoint also worked with County staff to transition cached aerial imagery to the dedicated Image Server, providing a more appropriate architecture for managing and serving the County’s imagery resources.
Following the ArcGIS Enterprise migration, Cloudpoint upgraded the ArcGIS Enterprise deployment from 10.7.1 to 10.9.1 and has continued to support the County as its environment has evolved, subsequently upgrading the deployment to ArcGIS Enterprise 11.4 and, most recently, 11.5 in 2026.
As a separate proof-of-concept initiative, Cloudpoint configured ArcGIS GeoEvent Server to consume vehicle location data from Samsara and demonstrated workflows for maintaining current snowplow locations and historical observations. The proof of concept included integration with the Spatiotemporal Big Data Store and development of a web map for visualizing the resulting data. The County ultimately elected not to move the proof of concept into production. In 2024, Cloudpoint’s team deployed a dedicated ArcGIS Server site for the county’s parcel fabric workflows, isolating the county’s parcel services from its other GIS services to improve system performance, resource availability, and overall stability.
"We use Cloudpoint for all of our Esri upgrades and additional consulting services we require. I would highly recommend this very knowledgeable team to anyone providing GIS services or needing assistance with GIS."

Parcel Fabric Migration and Data Remediation
Beyond server infrastructure, Cloudpoint migrated Tippecanoe County’s land records into the ArcGIS Pro Parcel Fabric in 2023. The team established a staging environment within ArcGIS Enterprise and performed detailed data cleanup to correct foundational geometric and topological errors, including gaps, overlaps, and segmented curves. In total, Cloudpoint migrated 128,526 land records parcels into the Parcel Fabric and resolved over 8300 errors.
Cloudpoint leveraged Branch Versioning architecture for the data remediation to avoid disrupting daily county operations throughout the duration of the project. This enabled county staff to maintain their routine parcel editing in production while Cloudpoint completed background cleanup and migration tasks. Following the migration, the Cloudpoint team provided training and technical documentation to prepare county staff to manage and maintain the new Parcel Fabric within ArcGIS Pro.
Cloudpoint’s long-standing partnership with Tippecanoe County demonstrates the value of having a highly trusted partner for GIS services. Having worked together across numerous software upgrades, server infrastructure enhancements, and a complex land records migration, Cloudpoint continues to equip the county with stable, modernized infrastructure and dependable support, delivering lasting value for both county staff and the public.
